Jul 5, 2019 · There are no pre-orders on Steam. There are pre-purchases. You are charged as soon as you order the game. You can request a refund at any given time before the release. Also, you can request a refund up to 14 days after the release if the game was played less than two hours.
Pre-ordering near release (1 or 2 days like now with God of War PC) is fine if you are planning to day one the game. You’re still within the refund period, reviews would have been out, and you get to enjoy the pre-order incentives like pre-load or pre-purchase discount/freebies

You purchase it one time and if the dev is nice they will let you preload the game, which means that you can download and install the entire game before the release date. Thus, you'll be able to play it straight away at release.

Per Steam’s standard refund policy, you may refund your pre-order any time prior to the release of the game. If the pre-order was purchased more than 6 months ago, you may not be able to refund back to your original payment method. However, you may still request a credit to your Steam Wallet.
