Before the squad leaves for the battle, Ichigo promises to teach Hiro how to pilot when she gets back and smiles when Hiro thanks them for their support. Ichigo is amazed how the 9’s neutralize the klaxosaurs and compares them to Strelizia.
I think it's because the FranXX need a clear leader to be piloted. The pairings need a leader and a follower to function optimally. If you look at the numbers and pairings too it stands out as the person with the lower number in the pairings visibly acts as the pairs leader.
Additionally, i felt like his slight connection with ichigo showed that if he had never ridden with 002, he would have been compatible with her, but he became more interested in 002 and could no longer focus/feel anything towards ichigo.
Just put yourself in Ichigo's situation. A random girl suddenly shows up and becomes a partner of your childhood crush, and she's rumored to be a 'partner killer' when piloting a Franxx. I'd even get the chills running up my spine if I were her. Then your crush actually gets sick.
It hints that Hiro won't be able to pilot with anyone else, but this episode has shown that he's at very least able to pilot with Ichigo, even if it is a brief moment (well, who knows how long). Maybe he meant something else by "useless".
The answer may have to do with Dr. Franxx. Hiro's creation could possibly be not in the goals of papa, and such, something like him would not be approved. Going into speculation territory, Hiro's entire children group may have been made as a cover to create and raise him.
