Overpass API, maybe using Overpass Turbois a great tool here described in detail on its own pages. One can download all data in some small area or make more advanced filtering. Using the exporttab, one can select a piece of the map and download the data in several formats, including OSM XML. This intentionally works only at high zoom levels.

Turns out, that there are several ways to download OpenStreetMap data. Conveniently, there’s even an OSM Data Wikipedia page with all the available OSM extracts. My suggestion is Geofabrik because it’s organized by continent, country, and then province or state. Simply, navigate to your geographic area of choice and download OSM data.
osmdata is an R package for importing small datasets directly from OSM servers. osmapiR is an R interface to the OpenStreetMap API v0.6 for fetching and saving raw from/to the OpenStreetMap database including map data as well as map notes, GPS traces, changelogs, and users data. geofabrik is an R package to download OSM data from Geofabrik.
Raw GPS data is not currently distributed any other way. The cloudmade.com web site mentioned in another answer does not carry raw GPS data. There are plans to offer a file nicknamed the "GPX planet" for download which would then contain all publicly available GPX data but that's not there yet.
