You can look into Steam Family Sharing, that allows you to share the games of one account with another so that they may play each others games. But there are restrictions.

I just share my library and he can play games too. Unfortunately he can't play games from my library if I'm on steam at all, which is ridiculous. Does GoG have sharing?

There is nothing that can be done to transfer the game key from the seller's account to yours. The seller should give you back your money, if they are an honest person. #2.

This would effectively merge the accounts together as you don't need to log-out and back in to access the games on either account.
