Yes it is. Just make a copy of the texture pack that has the glass texture you like, open it with a unzipping program (I use winrar) and remove all other textures. You'll need to keep the pack.mcmeta file at the root level and should probably replace the pack.png (the picture it uses for the pack in the menu).
