Yes, you can. There is a really big standalone mod for Terraria called "Super Terraria World", it used to make headlines back in the day. tModLoader is, in itself, a standalone mod for Terraria. Resource packs are also considered "mods" by every definition.

You're mixing up dependencies here. tmodloader is what allows mods to work in the first place. It's not a formality. So just after tmodloader is done, the developers of Calamaty will have a chance to adjust their mod for 1.4 at all.
I think you might be able to mod terraria directly without a mod loader, but the process is something you would have to find yourself, and you'll have to be familiar with a lot of code know-how. Say for example, that there's a mod to add new sword to the game.
