The setting travels with the file. You need to add e.g. Japanese to your languages and restart PowerPoint. You should then see:
Jun 7, 2018 · In Powerpoint 2016, select the textbox and right click to bring up the menu. Select Format Shape.The Format Shape window will appear on the right. In it, click on Text Options. Then click on the textbox icon ( "A" with lines). At the bottom, uncheck the box next to "Wrap text in shape". Close the Format Shape window.
