Dugongs are part of the Sirenia order of placental mammals which comprises modern "sea cows" (manatees as well as dugongs) and their extinct relatives. Sirenia are the only extant herbivorous marine mammals and the only group of herbivorous mammals to have become completely aquatic.
The Migration Pattern of Dugong. From what researchers have learned, dugongs move from the north coast of Indonesia and migrate towards Manado and Tana Toraja. After that, they return to parts of eastern Indonesia, such as Bintan Island, Seram Island, Temate Island, and the Anambas Islands.
May 10, 2022 · 5.7.1 Do Dugongs Migrate? The dugong is listed as migratory under Appendix II of the Convention on the Conservation of Migratory Species of Wild Animals, which is intended to protect species that cross international boundaries (CMS 2020 ), as dugongs do.
Some dugong packs undertake a migration throughout the winter. They will either move to warm bays or canals or to the Northern countries in their range near the equator. They will also migrate in large groups if the sea grass in the area lacks essential nutrients.
MIGRATION: Dugongs have no distinct breeding migration, though some individuals have been documented to travel tens to hundreds of miles in a few days in search of sea-grass meadows. In northern latitudes, dugongs will migrate seasonally to warmer waters.

Although herds of two hundred dugongs have been seen, they are uncommon as seagrass beds cannot support large groups of dugongs for extended periods of time. Dugongs are a semi-nomadic species. They may migrate long distances in order to find a specific seagrass bed, but they may also inhabit a single range for most of their life.
