Many people prefer Cold War over Modern Warfare 2019, you can literally create Cold War 1:1 exactly the same gameplay, feel and look on the IW engine, or Unreal Engine 5, or CryEngine, etc. That's because just as I've stated, each game engine primarily is different because of graphics capabilities, gameplay mechanics themselves have very little to do with the game engine.
