It's watching an OP villain be a villain while slowly building his empire, while we also get to see how his victims ultimately react and adapt to his oppression. Stakes are nice to have but stakes aren't necessary for an engaging story to exist.

This is clearly a loaded question. Ainz is justice therefore it is impossible for him to be considered a villain. As for his vassals, so long as they carry out the will of the personification of justice, they are in the right.
