If you click on show video stats, you can see the exact FPS, resolution and bit rate that the VOD is playing at. This will be a copy of your stream. What I think the issue is that you are using the Lanczos filter. The filter is currently bugged, in both OBS 1 and OBS Studio, and produces weird issues, like you might be seeing.
Start playing with Res, Bit rate, and fps. A 720p 59.94 or whatever FPS stream at a bit rate of 4750-5500 is very high quality looking stream that does not hammer your hardware, especially with what you have. However at 720, you can lower the bitrate significantly if needed and it will still look great.
Switched to 5k bitrate for 720p30 and 4k for 720p30 and I've had 0 problems since. TL;DR your stream actually isn't "fine" it looks just as "bad" as the vods, other people just think it looks fine because their standards aren't the same. Raise bitrate and you'll fix it. Also make sure you're not at 900p like the other person said.
