Every bullet has a penetration value which is checked against the armour class of someones helmet or armoured vest on a hit. If your bullet passes the penetration check it deals near full damage to the zone it hits. If it fails the check the bullet is stopped but still deals a small % blunt force damage.
Bullets with a higher pen than the armor will dea less armor damage and more direct damage while bullets with less pen will do more armor damage and something called “blunt damage” blunt damage does way less damage. This is why slicks are so daughter after as they have a lot of armour hit points and thus can rank more hits before giving way.
