It could be something do to with the GTX 950. It's a bit old and maybe Chromium doesn't support it that well. Goto the URL opera://gpu with hardware acceleration on and see what's actually accelerated and also look at what driver workarounds and bugs are mentioned.

On a Youtube video, you can right-click it and choose "stats for nerds" to see what the video uses. Then, you can look up if your GPU and or CPU has a hardware decoder for that.
