Jails are older, generally smaller facilities originally established by local counties, townships or municipalities.
Treatment centres provide specialized and intensive treatment for motivated offenders with clearly identified problems relating to: 1. substance abuse 2. sexual misconduct 3. impulse control 4. anger management These facilities are staffed by professional clinical personnel employed by, or under contract to, the Ministry of the Solicitor General.
