I have tried both the built-in "Windows Fax and Scan" app and the "Windows Scan" app from the Windows Store. Neither of them will scan multiple pages to a PDF file which seriously is the most basic requirement for a scanner app in 2022.

Or, did you resize it after saving the document and resizing it using MS Paint, etc. Generally, .jpeg prints are used for photos and the like and .pdfs for documents, etc. Depends on your particular Printer's options.
