Launch the browser, where the issue can be reproduced, and clear the browser's cache and cookies. In FiddlerCap, click on the button 1. Start Capture. Browse to the site you wish to capture and attempt to reproduce the issue. Once the issue has re-surfaced, click on on the button 2.
Start Fiddler Everywhere. Go to Settings > Connections and add the VPN addresses of your VPN servers in the Bypass Fiddler for URLs that start with field. Click the Save button to preserve the bypass list. Start the VPN application and connect to the VPN network. Start the system capturing mode.

FiddlerCap was briefly bundled with an outdated version of makecert.exe (39kb) that caused this problem. I've fixed it for FiddlerCap v2.4.9.7 by updating makecert.exe to the latest (55kb), but on Windows 7 with the older build, you may be able to workaround this by simply deleting makecert.exe from the application's installation folder.
