In order to have an effect, a bookshelf must be placed exactly 2 blocks, laterally, off the enchanting table and be on the same level or one block height above the table.

Whenever the player places an eligible item on the enchanting table, the enchantment levels available are randomly generated for each slot using the formula below. The enchantment level is dependent upon the number of nearby bookshelves (capped at 15) and which slot position it is in.
Bookshelves are blocks that improve enchantments applied with an enchanting table when placed around one, up to a maximum of fifteen bookshelves, at the expense of level requirement. Bookshelves can generate in village libraries and sometimes village houses.
When a bookshelf is placed next to an enchanting table (with one block of air in between) it increases the maximum enchantment level. There must be 15 bookshelves around the enchanting table in order to obtain the maximum enchantment level of 30. See enchantment mechanics for more specific details.
For more powerful enchantments, you will need to build bookshelves and place them near the enchantment table. Each bookshelf increases the maximum available enchantment by 1 or 2 levels, up to a maximum of 30 levels (15 bookcases).
