Teachers unions attempt to shape the composition of school boards in two basic ways. First, they endorse candidates (of any stripe) that that they believe will be responsive to their members’ interests. Second, they recruit sympathetic current and former educators to serve on school boards. A handful of studies have looked at both these dynamics.
The key empirical challenge is that school board composition is endogenously determined through the electoral process.
