This fixed the issue for me, I simply renamed both JAR files to MoCreatures.jar and CustomMobSpawner.jar and mobs spawned normally. Ensure that you have the CustomMobSpawner mod installed alongside Mo’ Creatures, as that handles all the spawning of mobs in the game world.
