The option was greyed out for me until I set a specific store as “my current store” (I did this by clicking the triple line tab on the app at the bottom and most right button, then at the top of that menu I could pick a store) then the option for ship to store was as normal after that, and I was able to select ship to store for free for all items in my cart.
