I might be a rare case but I was approved in less than 2 days, if that. Might depend on the content you make. Don't know if it counts in the same way but any time I've been demonetized it's been surprisingly fast to get it back - like a day or three tops. Took me 2 days for approval.

You can’t set your vids to monetised until after you are approved so you won’t earn anything from when it was awaiting approval unfortunately. It take about 3 days, could be faster, could be longer. For second half - you will not get any money, until you "turn ads on" - for which you need to be in partner program.
