You can apply for a refund by visiting the office you originally paid at (i.e., a DriveTest Centre, a Driver and Vehicle Licence Issuing Office, or ServiceOntario) or by sending a request by mail to the organization that you originally pre-paid your fees to.

Reimbursement of a cancelled licence
In the case of a driver's licence or probationary licence, we may be able to reimburse you for the fees paid for the number of complete months remaining on your licence. In the case of a learner's licence, no fees are reimbursed.
You may be entitled to a reimbursement of fees based on the number of months the licence is revoked or suspended. However, certain conditions apply.
If you have outstanding debt with us, please call Account Services (604-661-2723 or 1-800-665-6442) prior to booking an appointment. For more information about when we refuse to issue a licence, please see the relevant section of the Motor Vehicle Act.
