My googling after I bought our cat her own tablet says there is currently no conclusive evidence that watching TV or screens is bad for a cat's eyes. We really only do it if we're either too busy to play while cooking dinner or lounging around and exhausted ourselves.
The "cat shelves" and other improvements to the environment will keep him active and healthy. You can add balls hanging from strings underneath the shelves as well which should keep him busy. You do not sound obsessive at all.
