I think it's much worse. Regardless of the issues with the original VA who did an amazing job, they definitely could've found someone who had a closer voice. In Dishonored the Outsider was such an intriguing character, and you could tell from the tone of voice that he didn't really give a damn about anything.
So it is possible that the Outsider is what a 15 year old looks like in the Dishonored universe. That's probably the reason for the voice change in D2 -- he sounds a lot younger. This goes along with MD's idea that the Outsider's origin was changed (or at least more solidified) during D2's creation. Reply. Award.
IMO, the Outsider in Dishonored 2 / DoTO fits better with the character being shown on screen, because Taylor does a good job of making him sound young (like a teenager).
