Not every way, in my opinion. San Andreas was great because it offered 3 different urban settings which made it interesting, but Vice City was really good in capturing the Miami Vice-esque atmosphere. Both games are iconic, but I wouldn't put one absolutely above other.

Vice City excels in free-roam gameplay and arguably this is where most people spent their time. All those new features also laid the groundwork for San Andreas - it perhaps explains why San Andreas was made in only two years. Production values of Vice City, so the graphics and audio are also through the roof compared to 3.

GTA: Vice City I've played all GTAs, except never got around to Vice City. But by the time I would have played it, San Andreas was coming out, and I jumped onto that game and never looked back.

I should offer appropriate context, which means talking about Vice City's predecessor. Grand Theft Auto 3 was released in 2001 and seemed, at first, impossible.
