She's usable but she's harder to play. At C2, she's a lot smoother to play. She can also deal a lot of damage through her burst too. Mines C6, so take what I say with a very small grain of salt. But my level 90 Sara's burst deals around 59k to 60k with her buff on. Without its about 50k.

Sara is the best electro battery in the game, surpassing Fischl. Besides her energy passive, her E generates 3 on field particles and can easily proc sac bow at C2 (you have 2 chances). Energy-wise, she's basically what Sucrose is to Anemo.
