Not every way, in my opinion. San Andreas was great because it offered 3 different urban settings which made it interesting, but Vice City was really good in capturing the Miami Vice-esque atmosphere. Both games are iconic, but I wouldn't put one absolutely above other.

It definitely plays like an upgraded 3, so get ready for a learning curve with the physics. Definitely worth playing it before gta 6 comes out seeing as it’s also set in vice city. I've played all GTAs, except never got around to Vice City.
I love Vice City, playing the first three GTA games on the PS2 with my sisters and friends are some of my fondest gaming memories, but The World Is Yours is a much better game. I've played them both within the last year or so and it's not close.
