I have guaranteed pity and don’t want to risk rolling for C1 Raiden just to get C2 Sara. So, is C0 worth building for her ult buff? I won’t probably use her skill buff (too clunky since you have to charge shoot).

You want to max out her skills and weapon but all the artifacts should care about is ER. It is same deal with Bennett really. Just max out weapon, skills, and focus on hp+ER on artifacts.
