No its not. It's got some BR elements but it's almost easier to just classify Tarkov as its own subgenre, theoretically there can be 0 shots fired in a "raid" and everyone can survive. There's a huge economy aspect of the game that makes it sometimes more advantageous to you to just stay peaceful and avoid fights.
