From a user perspective, the "best" modloader is the one that your favourite mods run on. In general this tends to lead users to use Fabric for vanillaplus-like packs, and Forge for bigger, gameplay changing packs.
Both Forge and Fabric are good loaders, though I tend to gravitate towards Forge if wanting content mods and Fabric if I want a more lightweight vanilla+ experience. I don't think you should bother with Quilt as theres almost no mods exclusive to it and Fabric is essentially the same thing but better.
I'm currently creating a server as the time is coming, and I have 300+ mods covering content for all type of players, with no lags both server and client side, being able to reach max 1500FPS, and 300/400 average while moving.
