  3. PDQ# - IMO, this is THE BEST game for your needs. Very narrative but little meta-economy. Game system was used in Swashbucklers of the 7 Skies. Has just the right amount of crunch. It uses Qualities (basically Aspects with levels) which are added to 2d6 compared to opposed rolls.

I even had the reaction I normally attribute to a good tabletop book, coming away with plenty of ideas for characters and stories. Yet I still felt as though it wasn’t really for me, not meant for me. It’s hard to explain.
