Dec 14, 2015 · You can build a spawner everywhere, even at a ocean. You might want to build that spawner very high above the ocean. Unless you want to make a spawner underground, it doesn't matter where you want to build it, so go ahead and put torches underground, unless you're building the spawner there.

No. Due to the way mob spawning works, the higher up a block the lower the probability a spawn attempt is successful. You could build a mob farm as high up as you want, but the higher you go the lower the rates. Consider building in a desert too. You will get less rotten flesh.
i never build them in the sky. building them in the sky is an "efficiently correct" way to build them. on paper you will get more spawns up in the sky because you are far enough away from other valid spawnable blocks, and that elevation is more conducive to spawns. but like i said, i never bother. i always build mine at ground level, or below ...
If you do it in the air you need to go to y=150 or higher (ocean biome recommended to lower the death rates [of falling damage]). Building in the ground can be more efficient with a spawner, since ther will be less problems with pathfinding. In my opinion, only build sky grinders if you're doing a creeper farm, use a spawner for the rest
If you build it up in the air, you will increase your spawn rates without having to do a lot of additional work. Basically, you are ensuring that the number of spawnable blocks within a 128 block radius of where you stand is limited, ideally, to only those within your mob spawner.
