On a technical level, so much better. Dishonored 1 however, from a story and art perspective, beats Dishonored 2 by a large margin. Sure, the graphics are better in D2, but are far less stylized than the gorgeous oil pastel world of the first dishonored. It's a completely different feel, and it's one I prefer.

May 31, 2021 · Dishonored 1 is excellent and is important context for Dishonored 2. The game runs well on toasters on PC, so for the best balance of resolution and framerate, that's personally where I'd play if you have the option.

You should play them both. The first game is the better of the two in every regard, but don't take that to mean the second game isn't good. It's just not AS good.
I highly recommend playing Dishonored 1, as well as it's DLCs (The Knife of Dunwall and The Brigmore Witches). I suppose you'll have a better time with Dishonored 2 if you know the whole story. In my opinion it's not absolutely essential to play the first game because the story requires so, but because - as stated in the post - It is awesome.
The powers in Dishonored 2 are better, the plot IS a little worse and the atmosphere you mentioned is less dire and less doom and gloom. However the gameplay is 10x better than the first and the massive levels allow for so many points of entry that it puts the first to shame.
