For streaming services, Crunchyroll has Naruto and Hunter x Hunter, but both of them are only available subbed. Hulu has Naruto dubbed and subbed, and Netflix has the same. However, Netflix doesn't have all of Naruto, only some of it.

It’s very very common that the dub is unwatchably bad. Not all anime have dubs yet, so you might be missing out on a few gems. Dubs usually come out weeks to months after the original episode comes out. If you don’t mind subtitles there is almost no reason to watch dubbed over subbed.
All depends on what you prefer. I’d say watch one episode with dub and one with sub or watch the same episode twice in dub and sub, see which you prefer. Personally I prefer the dub, but the sub is decent
