The bulls of Bashan are here alluded to as remarkable for their size, their strength, and their fierceness; and are designed to represent men that were fierce, savage, and violent. As applied to the Redeemer, the allusion is to the fierce and cruel men that persecuted him and sought his life.

And the Psalmist calls on the animal kingdom to join in praising their Creator (Psalm 148:7-12; cf. Revelation 5:13).
In verses 20 and 21, he will complete the mirror-image by mentioning those same animals in the opposite order: dogs, lions, oxen. This passage is symbolic of great pain in David's life, but also literally describes the suffering of Jesus during His crucifixion.
Deliver my soul from the sword - The word soul here means life, and denotes a living person. It is equivalent to "deliver me." "The sword" is used to denote an instrument of death, or anything that pierces like a sword. Compare 2 Samuel 11:24-25.
