D1 Outsider wasn't necessarily omniscient, but he did often claim that he pretty much sees (almost) everything. He seemed very surprise that Corvo didn't kill Campbell, but also seem to know possible different futures as seen in his speech before the Boyle manor.
How he changed isn't necessarily good or bad; he could murder everyone he meets, or spare/save everyone's lives.
