Empyreal Fragments generally drop from various chests in the open world. Some have guaranteed drops while others are a chance. The other guaranteed source is from completing dungeons and fractal encryptions. Early on i found doing riba in silverwaistes to be a good way to farm those.
May 3, 2018 · With 450 in all except Chef, Jewleler and Scribe, bloodstone dust can be turned into bloodstone bricks; dragonite ore becomes dragonite ingot; empyreal fragment becomes empyreal stars. These three can then be turned into vision crystals and/or lesser vision crystals, components in Ascended equipment.

This area "may" provide a greater amount daily than Ember Bay due to the large quantity of Primordial Orchids (at least 48).
