According to an interview with an anonymous source from Hijinx Studios, Konami were dead-set on releasing the Silent Hill HD Collection in the same timeframe as Downpour (which was also buggy, had performance issues and required a patch) and Book of Memories.

Silent Hill HD Collection is a 2012 video game compilation of remastered video game ports of Silent Hill 2 (2001) and Silent Hill 3 (2003) developed by Hijinx Studios for the PlayStation 3 and Xbox 360 consoles.
As a huge Silent Hill fan I say it's worth getting it for new players specifically. Only because theres not many options available like you've said so im only recommending it out of technicality. But - I'd rather you pick up an old PS2 and get the games there.

Little of what makes Silent Hill HD Collection excellent has anything to do with its enhancements. Slight improvements certainly help refresh Silent Hill 2 and Silent Hill 3 visually, and the new voice recordings sound far more human than the laughable original acting. Really, the best thing about this re-release is what hasn't changed.
Even after all this time, these frightening experiences exist in a place most modern horror games or Silent Hill sequels can't quite reach.
Time has, as it often does, eroded important parts of the original foundations. Unclear objectives and out-there puzzles frequently left me at a complete loss. I wandered through empty hallways holding items with no apparent purpose for a long time before falling back on decade-old guides.
Silent Hill HD Collection reminds adults that, like children, they have deep, irrational fears. Silent Hill 2 remains a modern masterpiece, and the HD Collection proves it will stand the test of time regardless of technical or control constraints. Silent Hill 3, while not quite in the league of its predecessor, presents a similarly strong understanding of survival horror. Both are made from the same stuff that gives us nightmares.
