A Vermont municipality is a particular type of New England municipality. It is the basic unit of local government. Background. Vermont contains 247 incorporated towns and cities. Ten are cities and 237 are towns. Collectively, these 247 municipalities cover the vast majority, but not all, of the state's territory.
The U.S. state of Vermont is divided into 247 municipalities, including 237 towns and 10 cities. Vermont also has nine unincorporated areas, split between five unincorporated towns and four gores. As of 2024, Vermont has 30 incorporated villages, which are municipal governments operating within a town and providing additional services.
A municipal ordinance is designated either as a civil or criminal offense and may carry a fine or penalty of up to $800. A civil ordinance is generally enforced in the Vermont Judicial Bureau, the court that has statewide jurisdiction over civil violations.

Oct 11, 2024 · Generally, and absent a governance charter, the structure of municipal government in Vermont is flat. Elected offices such as legislative bodies (city councils, selectboards, trustees), town clerks, town treasurers, auditors, and listers are equal in the eyes of Vermont law.
