An individual education plan (IEP) is a written plan that describes special education programs, accommodations and services that a school board will provide for a student. IEPs are based on a thorough assessment of a student’s strengths, needs and ability to learn and demonstrate learning.

- Pre-Referral. There are different pre-referral interventions through which to initiate the IEP process. These interventions are implemented based on the type of disability exhibited by the student.
- Referral. If the pre-referral interventions prove unsuccessful, the student is referred for special education services through the use of a referral.
- Identification. Once a referral has been made, a special assessment is carried out to determine whether the child has a disability that requires special education services.
- Eligibility. The information gathered during the assessment stage is used to categorize those who have a disability and are eligible for special education services based on IDEA- Individuals With Disabilities Education Act.
