The charter of incorporation made Hemel Hempstead a municipal borough allowing the town to elect a mayor, bailiff and alderman. In 1949, Hemel Hempstead became a New Town in order to house the overspill from the capital after the Second World War as part of the post war programme.
In July 1946 it was declared that Hemel Hempstead was to be designated a New Town and the population was to be increased from 20,000 to 60,000 people – an amazing change for a small market town to assimilate.
After the second world war, the population of London was expanding rapidly, so as part of the post war programme in 1949, Hemel Hempstead became a "New Town" to house the overspill from the capital. Now Hemel Hempstead is a thriving town of 80,000 people, the most famous landmark probably being the "magic" roundabout, which infact is a series of small roundabouts around one big one.
Hemel Hempstead was chosen to be one of these towns. Many new districts were built during the 1950s and 1960s all around the old town of Hemel Hempstead. It grew into a middle size town of over 80,000 people. Many new industries came to the town helped by money from the government and because it is where important motorways cross each other.

And despite an initial heated reaction from the locals of ‘old town’ Hemel, building work soon began.
