I think the reason for including the Fly Guys is character-driven and not consequence-driven. We learn so much about both Tom and Roman in the brief interaction we get with these guys, and it adds a lot of personality exposition to what would’ve otherwise just been walking towards a tunnel. But not current New Yorkers, since in "Prague" it was hinted that they had come a long way to join the party before they were unceremoniously stranded.
