My server usually resets about once/year, and our player count is always highest during the time following a reset. It brings in new players, and brings back old players (old friends) that can't play the same world for a year without it feeling too stale for them.
It is absolutely worth running a server for 10 active players, especially if you play on and enjoy it. If you want a survival server, look for people who won't get bored of survival. There are lots of servers with worlds that are 5+ years old on pure vanilla with an active playerbase.
