If you clear the inbound Opera rules from the firewall and try to find a site that causes Opera to trigger that firewall dialog, mention the URL here. Then, if others here can reproduce, maybe we can analyze the connection to the site with Wireshark to see what the site's trying to do and on what ports.

I'm pretty sure it seems to happen (again) after every Windows 10 update, even minor ones, & I suspect it is Microsoft removing 'non-microsoft' firewall rules as I get the same when I use Chrome Portable for the first time after an update.

Hello, I have had a problem for a long time because a window pops up that the opera requests access to the pet and private network, and no matter if it's facebook, epic games, steam, youtube, or my mail, I'm sending a screen.
Also note that in Opera, it uses a launch.exe in the root of the install folder, but opera.exe is in a version folder that changes to a new version each time you update. In other words, opera.exe changes location after an update and can confuse the firewall sometimes where you get asked again. This will be fixed in the future though.
Mar 8, 2021 · I set the Windows Firewall to block outgoing connections by default. The rule I had to add to allow Opera's outgoing connections was a program rule for "C:\Users\yourusername\AppData\Local\Programs\Opera\92.0.4561.21\opera.exe". I named the rule "My Opera Rule Versioned opera.exe".
