Even though the flying effects are dated, I still feel like I'm with Christopher Reeve when Superman flies. I think back then, the effects were limited enough to where Reeve absolutely had to sell the grace of flying through his body and facial expressions.
The actual answer: He's had the power to go back in time since the 50s. He does this by going super fast so fast that he breaks the 'time barrier'. That's what this scene is supposed to show. He spins around the earth because they had to show him going super fast and speeding up.
