In its literal meaning it would mean the ultimate rash. It is scarcely used in conversation, but you will see it used in literature, both fiction and non-fiction.

If I did see the word "Law" capitalized and treated as a proper noun all by itself, my first assumption would be that it referred to the Law of Moses (that is, the Torah or Pentateuch; the first five books of the Bible.)
